This distinction matters because passing an annual periodic inspection does not mean a vehicle is automatically ready for every future route or roadside inspection.
What Is an FMCSA Periodic Inspection?
Under 49 CFR 396.17, each commercial motor vehicle covered by the rule must pass a periodic inspection at least once during the preceding 12 months. For a combination vehicle, the requirement applies to each applicable vehicle in the combination, including the tractor and trailer.
Documentation showing that the periodic inspection was completed must also be carried on the vehicle in an acceptable form.

The regulation uses the term periodic inspection, although fleet operators commonly refer to it as an annual DOT inspection.
The inspection must cover, at minimum, the components listed in Appendix A to Part 396. Inspectors performing annual inspections must also meet qualification requirements under 49 CFR 396.19.
This is different from a quick driver walk-around.
What Drivers Should Check Before Operating a Commercial Vehicle
Federal regulations also place responsibility on the driver before the vehicle is operated.
Under 49 CFR 392.7, a commercial vehicle should not be driven unless the driver is satisfied that specified parts and accessories are in good working order. Those components include:

How Post-Trip DVIR Requirements Work

When a report identifies a defect that is likely to affect safe operation, the motor carrier must address it and document the required repair or determine that repair is unnecessary before the vehicle is operated again as specified by the regulation.
FMCSA formally eliminated the federal no-defect DVIR requirement for most property-carrying CMVs in 2014.

2. Tires, Wheels, and Rims
Inspect:

- Inflation
- Cuts and visible damage
- Sidewall condition
- Uneven wear
- Wheels and rims
- Loose or damaged components
- Signs of wheel-end problems
Under 49 CFR 393.75, tires cannot be operated with conditions such as exposed belt material, tread or sidewall separation, a flat or audible leak, or certain cuts exposing ply or belt material.
The regulation also establishes a minimum tread depth of 4/32 inch for front tires on trucks, truck tractors, and buses, while other covered tires generally require at least 2/32 inch in a major tread groove.

3. Lights, Reflectors, and Trailer Electrical Systems
Lighting deserves special attention on trucks and trailers because a single combination can contain numerous required lamps, reflectors, electrical connections, and conspicuity components.

4. ABS Warning Indicators
An illuminated ABS warning lamp should not automatically be treated as proof that one particular sensor or component has failed.
Depending on the vehicle and manufacture date, federal ABS requirements address both antilock brake systems and malfunction-indicator systems for trucks, tractors, trailers, and other covered vehicles.
Fleet managers should document:
- When the ABS lamp appears
- Whether it stays illuminated
- Whether the fault is tractor- or trailer-related
- Recent brake or wheel-end work
- Relevant diagnostic codes

5. Steering and Suspension
Inspect applicable components for:

8. Driver and Vehicle Documentation
A roadside inspection may include much more than mechanical condition.
Depending on the inspection level and operation, inspectors may examine applicable:

What Happens During a Roadside CVSA Inspection?

The North American Standard Level I Inspection is a comprehensive driver and vehicle inspection. CVSA describes it as a 37-step procedure covering driver requirements and numerous vehicle systems, including brakes, coupling devices, lighting, steering, suspension, tires, wheels, frames, driveline components, and trailer bodies.
Level II
A walk-around driver and vehicle inspection covering items that can be examined without physically getting under the vehicle.
Level III
Primarily a driver, credential, documentation, and administrative inspection.
Level V
A vehicle-only inspection covering the vehicle inspection items in Level I without the driver portion.
The remaining CVSA levels address special inspections, radioactive-material transportation, jurisdiction-specific programs, and electronic inspections.

A Violation Is Not Automatically an Out-of-Service Condition

A violation and an out-of-service condition are not necessarily the same thing.
